I just completed the phase 2 crafting quest. Does that quest give you a quest reward item and what are the village stats for?

Is there still a cap? And if so, how does it work?

I've read that only 45 people can have the quest. Is this the total for this phase? Or only 45 people can have it at a time?

I did a search and the only posts I found about it are from a year ago. So just looking for any recent info there might be!
