Having the exact same issue, and getting no help from ingame CSRs.

I have the same problems Hazz i speak with csr Terrys, he sayd to me to report this bug, and try to stay loggin out ofr 30 min, make full scan a try to relog, but it doesnt work.
r 5 hours im in front this Whip and he desnt give me missions.
Now i have replyed the ticket opened for 13 time, and they say to me that there is no idea how resolv this problems, to have patience and they try to resolve.
But the thing not good is that the supervisors have no idea for a solution at this bug....
I hope they resolv soon....i have no time to lose....

I had the same type of problem tonight. Last time around I did the Captain's quests for Phases 1 & 2, and Dag's for Phase 3 and then the obvious Phase 4... Now, I can't do the Captain again, since I've done it, so I tried Whip's. No, he says I'm "busy". How?? I completed all the quests before... I tried talking to all the others to no avail. I'm not skilled enough. I am a Master Rifleman and Master ID. I have some medic, 2-2-1-0, I believe... So, what I'm gathering is, IF I want to advance in the Phases again, I need to MASTER either medic (again, I used to be doc and CM), a crafting profession or scout? Um, NO... I shouldn't have to. It would be pointless... everyone would be the same professions to gain Jedi, and what fun is that? I would love to unlock in senses, seeing as I have enough medic to heal myself and a group. I think my character has enough "sense" to slap a band-aid on a poor villager...

I'm having the exact same issue. I've only been thru phase 3 and 4. Completed both - they appear in my quest journal as being completed.
I goto the village to start phase 1 quest and ALL the npc's tell me I'm already doing something for one of the villagers... blah blah blah
Phase 3 was Ranged Defense
Phase 4 was Melee Defense
Yet cant get a phase 1 from no one....
Also -- Very curious - Why does nolan tell me he can train me in ALLLLLLL the tree's even when I've not unlocked them?!?!?!
If he thinks I've already gotten them all unlocked then perhaps that would be why I'm not getting an unlock mission....
Maybe I should just say 'W00T' and get box one of each before SoE decides to fix it ---

The first time phase 1 came around I took the quest related to healing the wounded villagers. Unable to complete the mission I left the Village. Next phase came around and I started my training again. Well phase 1 is back and now all the Villagers are saying I am currently involved in a mission that I cant help them with theirs. Well I havnt picked a mission yet so my thought is the game is still forcing me to do the quest I took LAST phase 1.
My Quest Journal shows NO sign of a active quest.
Please help...

Did you choose a different quest LAST time Phase 1 was around?

Yeah, LAST phase 1 I picked the quest for the Senses Tree. This time I am trying to do a quest for whip but he says im too busy!

Yep same thing, i play on Bloodfin.
CSR contact me by mail and i give him mi login and psswrd and he try to make something, i hope soon, i dont want to loose 3 weeks for this thing....

I failed to completethe crafting quest phase 2, and was still able to take the surveying quest phase 3, so definitely a bug there.

I hope this is the right place to post this. I've done phases 2-4 and now on phase 1 i took the crafting (assembly) Quest only to find out it too has a bug and doesn't allow you to progress past 2min into the quest. I wrote ticket and got the standard we know there is a problem resoponse 
and i even tried to get them to drop me from the quest so i could take another but wasn't allowed to.
