ok well if you have a crystal that says force crystal on it you must have gotten attacked by the sith and had no idea....or you just looted a crystal there is no other way you would have gotten the crystal so...and the freq codes are part of phase 3 quest so if you were hunting or grinding on darthmor thats how you looted it be patient my son LOL

Don't worry, just hang tight. The old man seems to be elusive to the majority of us as we get glowy. Or maybe it just seems like ages because we all get so excited when we finally get glowy. Either way, he will come to you soon.
I gave up after a day and went killing quenkers pre-CU... the old man came to me mid-combat and I couldn't converse with him because I was fighting. To my dismay, after telling me he wanted to talk to me about something he walked off and despawned! I was freaking out over guild chat!!! But needless to say, a few minutes later whilst I was stood knee deep in quenker corpses he came back.
Be patient, he will come to you soon enough.

shuttle from player city to player city takes 2 minutes tops
75 and 77 came for me.
Luckily, I have good guildmates with fast swoops.
Same average levels for the spawn after that.

shuttle to player city. wait 30 seconds. shuttle to new player city. wait. repeat.
