I completed the medic quest during the first Phase 1 of the village.
Greedy for another Aurilian plant, I went to the village and spoke with the healer.
I was told I had already done more than was expected. I got the brush off.

Apparently, as least for this quest, it appears to be a one-time deal.
Anyone else been able to do any of the other quests a second time?

No, you can only do one quest per phase. But some of the village NPC's allow you to do their quest multiple times to get a reward the 2nd time (you get the unlock the 1st), for example Capt. Sarguillo allows such missions.

Nope. The medic quest was the first quest I tried this phase. I was told I had already done more than expected.
I ended up doing the crafting quest instead.

What I got from your first post is that you did this quest the first phase one. If so then you can not do it again in this the second phase one. If this is the first time you have done this quest then I got no clue.

Yes. I did the medic quest in the first phase one. Someone had told me I would be able to do the quest again the next time phase one rolled around. Apparently, as you said, you can only do each quest once.

Interesting to note is that it appears you also can not do the quests for any of the branches where you used your free unlocks (for the folks that did hologrinding, etc.)
