If you are talking about the patrol quest (the 8 patrols of 10 waypoints), it's normal that you can talk to the guy again. He will give you 10 more patrols and at the end, you get a banner that flutters in the wind. Don't worry, it's not phase 3 yet.

no, i did dagerins quest, no extras on that, completed it, yet i can unlock a 2nd branch

You're thinking of Capt. Sarguillo's ranged accuracy quest in phase 1.

yeah today, 14th is meant to be phase 3 and at 7 30 am gmt its still phase 3

farstar is due to reset at 12pm midday today, then we will be in phase 3
