I finished the 8 Sith camp raids and received the melee powerup from Dageerin. When I talk to him, he says that I should rest. How long does this go on? It has been over a week. I've tried talking to everyone in the village, but all I hear is either talk to Dageerin or they've heard what a great job I've done.

Any insight on this would be appreciated!

wait until phase 3, then 4, then 1, then 2, etc...till u have 6 trees unlocked from 1 quest per phase. each is like 3 weeks

You can only do one quest per phase, so like mentioned above, you wait until Phase 3 starts. Read the stickies up top and they should explain everything for you.

That clarifies things for me. I did try to research my question in the stickies and by searching the forum, but I couldn't find any doc that explained it this succinctly.

One more question - Say I am only able to get Melee Speed up to level 3 before the phase changes. Do I have to re-do Dageerin's quests when Phase 2 rolls around the next time to be able to work on Melee Speed 4?

You don't have to train anything into it if you don't want. Once you finish the questit is unlocked, and you can fill the xp at your leisure. Once you complete the missions you don't get to do them again. I have completed 4 unlocks and have only filled 3 boxes total.
