Thread: Aurilia Phase 2 Quest Bug (Vehicle Control) Explanation
Currently some players cannot START the quest from Whip during Phase 2 in the Village of Aurilia. This is the quest to unlock the FS line for Enhanced Reflexes: Vehicle Control.
These players have NOT started any other Phase 2 quests either. The only common factor seems to be that they *have* completed the quest when it came around previously (a different Phase 2). Normally this shouldn't be a problem though, as you can repeat any other quest you've previously completed when the phase comes around again. Note that there are also some occassions where players cannot start the quest that have never done it before.
So, that's the problem, now for the explanation of why it's happening...
The are two problems, really. One has to do specifically with this quest and the other has to do with the Phase 4 Village Assault quest.
The problem that is specifically related to this quest is identified by Whip saying the following when you try to start the quest:
"You got all the supplies! That's just great. You have no idea how badly they were needed. You have my eternal thanks."
The reason why this is happening is due to the fact that the player has previously completed this quest in another phase and did not destroy the "Crate of Supplies" left over at the end. See, when you're going to complete the quest it happens the second you approach Whip with the 6th crate of supplies, before you talk to him. This means that you cannot actually turn in the last crate of supplies and it stays in your inventory.
Unfortunately, if you hold onto this crate of supplies the internal quest tracking system thinks that you have not actually completed the quest (even though you've unlocked the branch and got the reward). Thus the quest is essentially left "open" until you manually destroy the crate.
If you happen to still have the crate around (doesn't even need to be in your inventory) when the next phase 2 comes around you will not be able to start the quest because it thinks you're already at the end of it.
When you destory the crate you will get the quest system message that follows:
"Take the supplies back to the village. You have failed your task. Your quest journal has been updated. You have destroyed Crate of Supplies (Generic Item)."
However, your Quest Log will still show the quest "Retrieve supply crates." as "QUEST COMPLETE" and all the check marks will still be there too.
As long as you do this BEFORE the next Phase 2 comes around you will be able to start the quest. However, if you don't then you will NOT be able to start the quest without CSR assistance.
Now, the second problem is identified when any person you talk to to start a quest responds with something like 'you are already busy doing a quest for someone else' or 'you can't take anymore quests this phase'...
This is caused by an issue with the Phase 4 quest "Village Assault", for either the Ranged Speed or Melee Defense. When you complete the quest there is an issue where it will sometimes remain "open" within the internal quest tracking system (even though it appears passed in the Quest Log). There is a fail-over resolution to this where, when Phase 1 starts, it will automatically "fail" the mission for you allowing you to start missions again. The onlyproblem is that it doesn't seem to always happen for all players, gating them from starting quests.
This obviously extends to Whip's Phase 2 quest, but really it affects all of them and needs to be resolved.
FYI, I've mentioned these issuesto the devs while I still have access to the Correspondent forum...

MY impression was you cannot repeat quests you have already completed? Are you saying I can do the quest for the health crystal again and get a second one etc? If not then what is the point of doing a quest again if it is possible to repeat.
