No, but Pirates are less common. I found the best spot to get Pirates was up on the South hill? Or is it North? Just outside where Whip is standing.

I was in a large group and alternated between the south gate and just inside the village walls. We all needed pirates so we had to work together on getting them. I kept cycling my targets till I saw a pirate. Every time I saw a pirate i'd hit him and run back to the group so everyone could get hits on him. A couple of us were doing this and it made things a lot easier for the entire group. In my first 2 waves I only got 11 pirates (before i got into this group) and when we used this strategy I got the rest of the pirates I needed and then some... Of course we still had to beat back the thugs and outlaws but most of us got all the pirates we needed (I think). The village got over-run and we all had to take cover in the huts.

And when you do find pirates, be kind enough to drag them to the people tanking the thugs for you before you finish them off.

Are they bugged because they don't seem to spawn enough when the raids happen on the village? I'm getting a little jittery I guess it could just be me seeing as I only need to kill 17 more until I can train my last 4 boxes then wait for the old man again.

I know they used to spawn a lot before the CU, but in trying to bring balance post CU the number of spawns may have been reduced. I don't know this for sure, but that's my best guess. They should still spawn every couple of hours tho so I don't think you'll have too much of a problem finishing up the quest. Just make sure when they do spawn you get at least one hit on each of them before they are killed.

Make sure you (your group) outdamages all other players/groups... the one hit thing does not work anymore

I found the best spot for Pirates to be out of the South? (I can't logon and alway get the village disoriented... the one far away from Nolan) gate... was getting at least 9 of the pirates per wave of attacks

That one-hit rule doesn't apply in the village, least it doesn't for me. If I don't do some major damage to the enemy, i don't get credit. Well, sometimes I do and sometimes I don't, it's wacky.

The pirates are rather scarce when compared to the thugs. My advice is to camp outside the village, north entrance works fine, and to target all the baddies as they come off the hill and head for the village. When a pirate comes into your sites, blast away. Let everything else go by. This should get you your 25 in one or two cycles.

One-hit = no credit
Major Damage (outdamaging someone else attacking) = credit
Group-attack = credit
They spawn, but not enough for just one cycle.

I got mine in two cycles. You can do the same, but you are many many times more likely to do so if you group. I'm at CL 80 with Rifleman, and still couldn't manage enough damage to get credit formany pirates with all the people around. With a group of 6-8, we could grab pirates all over the place and the XP was rolling in hand over fist. Not to mention, it's safer to have a lot of fire power in case the spawn gets a little hot.

I was able to complete this quest with 2 cycles as well. Get in a group, plenty are there and keep your eyes open for the Pirates, they don't spawn as much as the others so be fast on your toes...

I got all 25 pirates in a single attack. I just found I had to cycle through targets everytime a new group spawned and get on the pirates first. I was also in a full group, so I'm sure the group credit helped as I was only able to get 1 or 2 shots in on a few of them before they dropped. There are so many outlaws don't worry about filling your queue for those,I had all 50 halfway through the attack...you don't even have to try. Just focus on getting every pirate you see and kill outlaws in between when there are no pirates handy.
