Go to the Emperor's Retreat. Kaja Or'Zee (sp?) will be just inside the door. Talk to her to start the themepark. Make sure you are a Combatant or she won't give ya the time of day.

I've completed the TP in under 4 hours with 2-handed sword 2 and carbine 2 with no armor. Every mission is within a kilometer of the retreat.
