Again, apologies if this has been asked before.....
If I unlock Whips Quest on phase 1, can I fill the tree with combat xp? Or is it only scouting XP?

Yes combat XP will work with the survival branch, grind it like you would one of the other combat branchs and when it comes time to convert XP select reflexes instead of prowess
