I have completed the patrol quest twice. I went to move on to whip, and he says I look too busy, and wont issue me his quest. I checked back at the captain, and he says mypatrols are done and I should take some R&R. Two other NPCs tell Me I am also "too busy". the only one that says something different is the Doctor. He says I cannot be of use and that I need to be a master medic to help him.
I think a quest flag is set on me. Does anyone have any ideas what I can do to get whip to give me a quest?

Ahhhh... I thought it was One quest per character in the village per phase. LOL... Thanks for the quick response!!!!
