How do you determine the crystal quality (premium, good, fair)?

Do I have to be a Jedi?

Is it determined when it's tuned?

one you hit jedi initiate you can see it i think, i can't remember if i looked when i was padawan or initiate. But you se it before tuning.

You can see it after you get initiate the 9th or 10th padawan trial.
