does anyone know if phase 4 will come before or after the CU?

if the CU hits on 5th May as predicted, then it will probably be after the CU. THey may even change the phase on some servers whilst the server is down for the CU. Nobody will know for sure until the CU hits (or at least has a more final release date), but i suspect it will be after
