Im sorry for asking what seems to be a silly question, but i did the banner quest for my first set of missions. Can I still get he plant and who do I see?

The Plant is available during Phase 1, under the Persuasion tree. Since we're in Phase 2 now, you can't do that quest until Phase 1 comes around again. You can only do one quest per phase.
