Umm bugged how never heard of any way this quest is "bugged"

Anyways, to the question about how fast the guy moves... slow. really really slow. I helped a friend do the quest somewhat recently, maybe last time phase 3 came around or even the time before... it's been a little while but a couple months is still recent, isn't it? 
When we did it then, we made it, they finished their quest, but it took a good 30-45 mins to get the commander back to the village. It was actually quite easy after getting the commander, he only tried to run off like twice. On hills. Watch him on the hills, he must have like -50 terrain neg. Its just time consuming I guess.
