I've heard this phase is you can unlock luck.. but so far I went to Eozlin and started surveying? Does this unlock luck? Or is everything wrong and next phase is luck? I'm very confused.. And if this phase you have to survey to get luck, the third direction is to survey for wind or solar power.. I found 50% of solar, but it didnt finish the quest for me. and it seems that I cant get higher then 46% for wind energy. So I'm stuck. Any insight would help

No, not yet. The Luck branch can be unlocked only during Phase 3 which will begin on or around January 11th. We're currently in the middle of Phase 2.

When you get the quests, they tell you what you unlock. This phase is luck, and here's a pretty good guide.
