took me 3 days. most iv heard he comes inside player cities.stay away from NPC cities

he should come in 24h i think they changed it

I waited about 30 R/L hours and he visited me at my own city's shuttleport, i got so excited i called my friend over from his house and the old man ran away before i got to speak to him, so im not sure if he likes crowds either.
