Sorry for the newbie question but i have been gone from the game for awhile and today i saw a jedi with a teal color saber, i was told that you get them at the village. How and where?

Phase 3 of hte village from captain serguillo for the Melee defense tree. You have to be grouped with someone in order to receive this (or it may just be the force crystal that you have to be grouped with) Anyway, you do this quest of escorting the general to the village.(getting him out of the base is a task in itself. You have to kill 5 sith thugs which are very very tough. Blow up 2 gates, then escort the general out. The sith keep spawning so you dont ever have a clear path of getting him out in one peace.) You can not just hop on your bike and ride back, you have to protect him from sith attacks on your way back to the village. And it will be anywhere from a 3k to 9k walk to the village. Enjoy getting this crystal. I got mine and I'm glad its over.

is it a working color crystal or is it one of those mind buff thingies... and does it change color each time or should i be expecting the green one?

yes. but they do not appear to be given out randomly. i believe the last time it was phase 3 everyone who did the quest got the same color crystal. though i think different servers got different colors, not 100% positive on that though

Im pretty sure that everyone got teal (sunriders destiny) crystals, as ive not heard anyone else saying otherwise.
The common belief is that the colour of special crystal changes every time phase 3 rolls around (i.e. in about a fortnight or less time) but we'll know that for definate next phase. It is also believed that once you do the quest once, you cant do it again, so getting all the colour crystals (assuming they drop 1 per phase) will take a very long time (i.e. 4 years or so) and will need to have a constant influx of new people doing the quest willing to trade it to you.
