Get a rifleman with a ranged arm to destroy it for you.The cyber arms give you a better range than the turrets have.That or do the quest and get an arm for yourself

IVE SEEN alot of people saying that they cant complete the mission with the turrets on the base because of it auto hitting and not registering the hits.This way the turret isnt an issue--bugged or not
