Yes, just stay logged off though. If you don't, you'll probably miss him. So, stay logged out of the game. When you log back in he'll probably be right where you logged off, as long as you're not in a building.

what happens if you miss him? does he stand there and wait for you to talk to him or will be get bored and give up?

Don't stress out about it. I didn't play for about 4 days after getting glow- I missed old man because I was incapped at the time ( /sigh ) And I just walked around for a bit and he came back a half hour later- it's all pretty forgiving.

Old man will keep coming to you until you talk to him, once he thinks your ready... so normal wait time, up to 48 hours, after that he'll keep bugging the hell out of you the second you log in or walk out of a city. Good luck
