You'll want to be a Master. I guess it's conceivable that you could pull it off with just Conceal shot (0100) and then switch to TKM for the dispatching of the henchman and Daktar (though it would take forever). However, you'll still need to deal with Mell, eventually. That isn't going to happen by soloing him with a melee profession, and your skill mods with Rifleman (accuracy/Speed) are horrendous at that low of a level. In addition, you'll want to have Strafe Shot 2 handy during your kiting.

But be realistic; If you are ready to take on Mell right now, it would be much simpler to enlist the aid of a group (at least an existing Master Rifleman), than to grind Rifleman just to take him solo. I just did that because I was already a Master Rifleman/TKM, and because there was noone available in my guild at the hour I was trying my luck.

I agree, if you aren't already a TKM/Riflemaster, its easier to offer a group of people 100k cr each to help in your "mission". And just having Concealshot isn't enough. With the "mystery bleed" that shows up after a bid of conceal shot action, he WILL agro on you and you're gonna want SS2 as he closes.
