I accepted the surveying quests in the village, which require you to find 50% concentrations of certain resources. The first few were no problem, but I now have to find a concentration of "energy." I have tried radioactive, solar, and liquid and solid fuels. Can anyone help me with what they mean by 'energy?'

Wind or Solar, you must survey and find a 50%+ spot directly beneath you.

I am doing this quest and got the ore part, I have found 50% of low grade and 50% of Sil Ore but I have not moved onto the next resource, am I looking for the right ore or am I bugged?

You have to survey for the resources in a specific order. Your quest journal will tell you to which to survey for next. Had to find this out the hard way; surveyed for everything, but it was out of order, and had to do it all over again.
