Ok, I unlock on this phase, my question is I read that you have to survey for this quest. I only can get novice artisan. Anyone have any tips for this quest?

I did this quest yesterdayand I did the other surveying quest in phase 3 last time it was around. Both times I did it with only novice artisan.

You will need:

Mineral survey tool

Wind energy survey tool

Solar energy survey tool

Gas survey tool

the only bad thing about novice artisan is you cant see very far when you survey. My advice is to survey on a planet with a lot of player cities, like naboo, tat, corellia etc. Go right out of the shuttleport and survey for all of the resources that fit under the category that you need. If you find a 50%+ then great, next resource. If you find a 30%+ ora lower one with a large gradient (IE the percentages will read 12 on one side and 18 on the other side) It is worth chasing to see if you can find a 50% concentration somewhere. If you find nothing, shuttle to a city elsewhere on the planet and try again. Both times I was able to get all of my resources on naboo, and I didnt have to worry about rancors, nightsisters and the like trying to kill me at the same time.
