Search the forums. this has been discussed many times.
Long story short ranged speed is broken but if it worked it would cap your rifle.
Melee Speed works for rifles right now, so if you get that you will cap as well.

Do you have weapons and a capacitor? Enough power to run them? Are they in the right slots? Oh, and do you have enough question marks?

If you have a capacitor and weapons installed, try switching out to a different weapon, I ran in to a bug on the TIE agressor that wont allow some weapons to be equipped correctly.

If it's a regular Y-wing rather than a Y-wing longprobe, remember that there are 2 weapon slots, but the pilot can only fire one of them - the other is for the gunner. If that sounds like it may be the problem, land and switch the position of the gun from one slot to the other and try again. Setting up a ship can be quite fiddley, but can also be fun
To see if you have enough power, press "v" while in space - if there is a circle with a cross through it next to your weapon in the list on the right, you don't have enough power and that componet will not work. Remember that you might have enough power on the ground, but once in space if you run certain programs (like engine overload 4) you can very quickly discover half your ship has gone offline because your engine is now using almost all your power due to the programme.
Another thing to try is going into the "g" weapon group menu. Usually when you click "fire", you are often actually telling your ship to "fire the current weapon group" (some people use "fire and cycle current weapon group" instead). The "g" menu is used to set up weapon groups, and it can be a bit buggy, with things like sometimes it will think your countermeasures launcher is a gun (so oddly enough it won't fire). To work around things like that, assign everything to a weapon group, then unassign everything, then assign only what you want to the correct group(s).
An example of weapons groups I use (I have 3 weapons loaded):
group 1: Mark III mining laser and a blaser (for shooting pirates - both fire)
group 2: Mark III mining laser only (the same minig laser, but if I select this group only the mining laser fires)
group 3: Tractor beam (for pulling in small asteroid chunks).
I have my joystick set up with the fire button as "fire current weapons group" and another button set up as "cycle next weapon group" so that I can quickly switch between them, depending on what I want to do. To change you joystick settings use the "Keymap" option in the options menu - but be careful, it can get complicated fast! The "reset to default" button is your friend if you play with those settings
As a final note, much as I hate to say it some looted weapons are simply bugged. Thankfully not many are, but it can happen so if it just dosen't work try a crafted one.
I've probably either confused you or repeated things you have known for years, but hopefully there will be something in here that is helpful
