The teal colored crystal that are being used on certain lightsabers are these not tradable? And if not, can a Jedi Padawan pre-patch 9 do the quest to get it?

I'm pretty sure I remember hearing about people selling them so I am pretty sure you can trade them.

Tradeble and yes, you should be able to do the quest to get the crystal when that phase comes around.

Phase 3.

And bear in mind that once it's been tuned then you won't be able to buy or sell it.
