yes, acceleration is faster (time it takes to hit top speed) along with you stop quicker, as well as cornering. (your swoop will turn at a much faster rate)

Vehicular Control is cooooool...


If you have two characters, one maxed on Vehicular Control and one without any, you do notice quite a difference.
