I need melee defense, he wont give it to me.
I have not taken a quest this phase

One of two possibilities. You either accepted and/or completedanother quest this phase and you don't realize it. Or it is so close to the end of this pahse, they are not giving out any new assignments. It's probably the former, the latter is just a guess on my part.

Village shifted this morning and I just logged in so.
I did my last reflexes 3 weeks ago
I have only talked to him and there are no incomplete quests in my journal

Does he give a quest this phase or is it someone else?

Just out of curiosty... Is this your 1st time doing Phase 4 ?
If you did that Quest for Ranged Speed unlock last Phase 4, that *Might* have something to do with it. Though I'm not sure...
I'm waiting for the Phase 4 shift myself to do the Ranged Speed. This way I'll have all of Reflexes and all of Combat Unlocked..

The same person gives missions for ranged speed AND melee defense in Phase 4. From what I can figure anyone who did either ranged speed or melee defense in the previous Phase 4 are getting a message saying they have done this mission already, when they try to do the one they didnt do previous Phase 4. Scoooter did ranged speed last time, this time he asked to do the mission for melee defense, it tells him he needs some R&R, as if he had done a mission already this phase. It's a bug. It needs to be fixed. If anyone else has the same problem, send a bug report in for it.
