If a crafter has this column are CA with experimintation still needed to be a 12 point?

YES
FS experimentation only gets you more amazing successes. It does not grant bonus experimentation points

Do these 2 experimintation points you can get from the village work when crafting a LS? And can you add the 2 points you get from a exp suit to this for a total of 4 extra expermintation points?

any village experimentation adds to your chance of a better experiment, not actual experimentation points.

These are not extra points, they are modifies to increas the success chance when expermenting, and yes it will work sabers.
