MAYBE... if it were possible for the FP bar to go to zero, as it's likely based off the other three bars (ie, object oriented programming). However, it is not possible for the FP bar to go to zero. If you have exactly X FP, you cannot use a skill that takes X FP to do. You have to wait till you have at least X+1 in your pool before you can use it.
So, essentially, no. It's a strange experience starting off as an initiate and seeing that bar drop extremely low, and worrying that you're about to die becuase that's how the other three bars have conditioned you to think. You get over it though.

Not sure if it's the best but I have been grinding tactical skinsuits... but it takes a heck of alot of polymer.

The most XP is the fleshwraps I think, but they require crated metal fasteners and jewelry settings. The skinsuits require only the crated fasteners. The difference in XP between the two items didn't seem to be too much when I tested it - like 20 XP or so so you'd need a few extra skin suits per 100k or so.

the ranking system for each level outside of glowing has never worked right, just keep earning badges until it says you are glowing

don't worry about /check
if you meet all the requirements as outlined in the guides, then you will definitely become glowy
just continue to knock stuff off the list
