Imp/Rep faction has no effect on doing Jabba's Palace. You need to have positive Jabba faction standing. You can increase it by killing Valarians.

I am assuming you mean you are at -4000 Jabba faction?
If so, just go out and kick some valarian butt and you will have the positive faction in no time. I had the same problem when i started and within about an hour I had about 500 positive jabba faction. that was from -5000 jabba to start

they are spread all over Tatooine, they used to spawn right next to the cantina in eisley and at the south entrance behind the starport but I dont think they do anymore. I think there may be valarian missions on the terms though, i will check and see if I can find out where they may be spawning these days

You can also get it pretty easy on Naboo. I was deep in the hole with Jabba but got it back killing NPC on Naboo. The faction gain was pretty good but the mobs were much lower and very quick to die. Don't quote me on this but if I recall it was the "Borvos" that give Jabba's faction on Naboo.

Thought Borvo was the hutt clan on Naboo, could be wrong though, have been many times.
