My personal experience? I did the required POI's, had NO THEMEPARKS, and was Surging. I've recently done the Reb, Ny'm's, the one for Newbies at Mos Eidley with the Mystic, (no badge yet fot that one, I'll go back and do the Mayor's after Jabba's and see), so all I can guess is that it may have something to do with the order that you do them, maybe there are marker's or goals. I wouldn't think you'd have to do anything over, though.
Sorry, I know that doesn't help, but I truely sympathise.

Yeah I've mastered 14 profs. /snicker three of them thanks to respec. I guess I'll do the themepark and hope to be glowing by then.
One more thing. If anyone has done the post-glowy stuff like killing the Sith thugs etc after the CU, about what CL do you have to be to have a good shot at winning? Tell me it's not only for CL 80's.
The Sith were level 77 and 76 for me, two of them. I was a MBH/MCH, and they caught me without my pet out and ready (They attack out of the blue, and pets can't be called in combat). I managed to take them out alright with only half of my effective CL available to me.
There were 4 sith at the camp, of the same levels. Ready for them this time, I used my Razor Cat to single pull them and put them down.
