I have the following badges on my alt however he isn't glowy
Badge collector 5 badges

The bottom of the great falls at theed (easy 2/5)
The head of the falls at Dee'ja peak (easy 3/5)

Warren:Compassion (content 1/5)

So I assume this means the overlord badge doesn't count towards glowy.
