Theyve also said there is a cap on the number of ppl theyll send to the village during any given phase. There is a chance youre not experiencing a bug, but in fact gating.

Just go outside any player city at atleast maybe 1000m stand there and just log out and when ya wake up or get on the next day log on stand there for a minute then start walking back to the city...its what i did and it worked...not saying that it works for everyone but its just a idea...just trying to help out some...IGN: Exercun Server:Valcyn

My recent visit (beginning of this phase) came after shuttling to a player city. Same with the Sith. It is definitely worth a try.

Plus for all you know he may have come to you already and you not know it. I know when he first came to me i was in group chat and was running out and i had just switched to spatial chat and saw him yell for me and it scared me so i turned around and saw him heh. I was lucky to switch to spatial chat. I know it sounds lame but trust me he can be easy to miss also if you aren't paying attention.

It's not SOE's fault if you are at the wrong place at the wrong time. Like the previous post states "go play the game". That is absolutely the best advice. He won't come if you just sit on a park bench in some city or just run around looking for him. He will find you. He found me in the middle of a mission on Dantooine. Actullly kind of surprised me to have this NPC run up to me in the middle of a firefight with a bunch of Bolles.

Also try taking a simple destroy mission, he spawned for me after completeing the mission.

Keep shuttle around the galaxie, do mission, caves and swiissssssssh the old perv will stand there behind you.

Shuttle around to a new city every 15 minutes a few times. Then after about 3-4 times if nothing happens log out for a full 10minutes then come back and rinse and repeat. Doing this i got old man in under 24 hours and the sith about 5 hours after old man. Goodluck
