I have noticed it at all, whats different?
In fact, no ground skills help in space - not just Jedi skills. Well, except for healing skills when you die in space. It has always been an odd thing to me that the penalty for getting killed in space only affects your ground-game playing ability. I guess the devs could not come up with any proper penalty.

of couse it works....if you were exploring the game, instead of 24/7 grinding, you would realize that you get immediate pick up on your vehicle.... very handy if you are collecting the circuit badges.

the difference is you reach topspeed almost instantly.
you stop pretty much within 2-3m of when you let go of the go button.
there is no "sliding" or inertia when you turn. you turn when you press the button and stop turning when you let go. without vehicle control your ride continues on up to 10-12m and keeps turning a second or two after you stop turning.
it does not increase your max speed. it cleans up the responsiveness of your vehicle. that had always been a big irritation to me so i really enjoy vehicle control.
err.. being a ground smuggler helps you in getting jtl content otherwise exclusive to privateers...
Smugglers Alliance can run missions from Talus Spaceport.
Ground Smugglers who are Rebel or Neutral can also run these same missions.
A pilot who aslo has 1000 smuggler can also understand the Selonian guy over Talus, from what I hear.
Then again, I wouldn't know, I'm an Imperial Smuggler.
It's not like we can slice our engines or /lastditch when we are flying
