I have always capped combat xp at 300k. Yesterday I got Commando 3-0-0-0 and began grinding using imperial detonators. Just now I capped out at 240k combat xp.

If I get Commando 4-0-0-0 will I cap combat xp at 300k again?

Sounds like you dropped your old elite combat profession down to xxx3. You will need to get xxx4 back again to get the 300k combat xp cap. If you take commando 4xxx, your combat xp cap will be at only 260k.
