It works for me.
You accelerate faster, turn and stop faster also.

And that matters how? I spent loads of XP and 4 skill points on what amounts to nearly nothing. I see no appreciable difference between my FS character with this branch and my other non-FS characters.

It works just fine.
I've outrun Bounty Hunters on my Swoop because I have Vehicle Control. Trust me, it most definitely works.
You likely do not understand what it actually does.
First, it is most noticeable on a Swoop.
Hop on a Swoop, and have your friend do the same, over relatively level ground. Now do a countdown, and both take off at about the same time. You will beat him off the line every time. Your acceleration to full speed takes a bit less time than without the skill. Once you get used to it, you'll ride a Swoop on another character and notice that starting off the line on them is like running your Swoop through a patch of molasses.
But, once you get up to full speed, on level ground you'll see little difference against them - because vehicle control doesn't affect the speed of your vehicle, only acceleration and control.
Your turn radius on vehicles will be a lot sharper. You can maneuver around things like rocks much easier.
Now, for the second test, start your race facing a mountain. Let yourself get to about full speed before hitting the mountain. Do the countdown, and race against the non-vehicle control person. You will beat them off the line (great for when you jump on your bike as a BH shows up...you get to full speed as they are already cruising toward you at full speed). You will then climb the mountain at roughly the same rate as them, but you will be slightly ahead of them. The next fun part is going DOWN the mountain. Your vehicle control acceleration bonus will let you recover faster from the slow down effect of the mountain, so that by the time you get to the bottom of the mountain, you will have gained quite a few meters on them. Combine this gain in distance over hilly terrain, and we're talking a SERIOUS advantage in how fast you can travel to places (and outrun players without vehicle control).
It shaved some time off of Village runs for me, and it has saved me from BH's more than a few times.
Vehicle Control works. You just need to know what it does, exactly. If you're trying to outrun someone, you don't want level ground - you'll see little advantage to vehicle control then. Hit the moutains, and laugh as they get gradually further behind you.
To put is simply, it takes the advantages of a Swoop (acceleration, speed) and combines it with the terrain negotiation of a Landspeeder (through faster acceleration after going over hills), making a Swoop a nice all-around vehicle.

Wrong. It works as intended.
Don't expect to see a difference with one or two boxes. To get the full benefit you must train the whole tree. Don't bother with it otherwise.
