I just got all 6 level 4 branchs..... 4044 combat prowess, and 0444 reflexes..... Now from what I understand, I just wait 24 hours for the old man and he gives me a wp to Mell?

Well, not necessarily in 24 hours, he can come anytime between the time you filled the branches and like 3 days, but yes, he will eventually come, as long as you stay out of NPC cities (exactly like the first time he came when you got glowy).
