I've seen people at the village before, screaming that they're selling FS, question is, is this a smuggler ability or what, and what's the exchange rate? With what I earn now I'm thinking it may actually be faster to buy my exp...

It was possible pre-GCW revamp but inefficient. A smuggler could buy fp, sell it to you, you could then convert that fp at a recruiter for regular xp, which can then in turn be converted to FS xp. Like I said, very inefficient but possible
