is it possible to recruit a master doctor to craft the cures for me or do i have to craft them on my own to complete the quest?

as far as I know all you have to do is pass the completed regiment to the NPC, so I would say yes

Indeed you can get a Master Doc to do it for you. I know when I went through it I was offering up my services to those who only had Master medic.
