Can you drop a Phase 3 quest from an NPCand pick up the Phase 4 quest from the same NPC? I am stuck with the "Capture the base commander" quest for Prowness and and want to pick up the "Defend the Village" quest...it sounds like a much more worthy and fun quest than walking 3000 meters with a captured NPC who kills himeself anyways.

I would have knocked his out cold and dragged him....or stuff him in my backpack with the ton of other gear I carry.

When you accept a quest at the village you have until the end of that phase to complete it. When phase three ends on your server you will essentially drop the quest automatically since you've run out of time to finish it. As soon as phase 4 hits your server you can go accept whichever phase 4 quest you want.

Yes when the phase changes things reset.
