Depends which you plan on doing really. For the combat ones either CL80, or have a friend help you kill the sith. For the other one's I hear its a pain just getting to the village, so generally i'd say try to be CL70+

- What happens if you enter later phases ....( Do you have to redo the process from 1-4 again.....)
Not 100% sure what you mean here so i'll take a guess. If you havent done any FS quests but get to the village during say, Phase 3, you are still able to start from there on your path to unlocking. You dont have to start in Phase 1 and work your way through, Some people for example dont even unlock a Phase 1 branch.

- How does the FS exp transfer work? ...... Is it the exp you've gained from the beginning ( Marksman....Brawler....Tk...Bh)

Basically as you kill things you gain xp, until you hit your hard cap and cant gain anymore, once you've done this just head to the village and talk to Paemos to convert that saved up xp. Then flush and repeat
