Can't you use the small camp kits w/ +5 camping?

Just a little noob question for you folks. I have been told that survival only works if your already a scout. My current temp will not alow me to pick up scout, so I was wondering if this was true or not. I would for sure like to get survival, but not if I must have scout also, kinda defeats the purpose

I understand that. I am wondering if you actually get the bonuses without having scout.
