I don't know if this is true on anyone elses server, but on my server (Lowca) the village and phase 4 combat quests are SERIOUSLY messed up right now.
First of all, no NPC's auto aggro, they just sit there and do NOTHING.
When you attack, it seems that the range of the target randomly increases and decreases, sometimes I can see and hit a Sith NPC, sometimes the little accuracy modifiers by thier names just disappear and I have to run right next to them to be able to attack again.
They will onlyu agro if attacked first, and you can un agro them if you place an obstacle between yourself and them.
Up[on killing them, you recieve NO recognition of the kill, experiance OR for the quests Total number of kills.
OCCASIONALLY i would recieve reward for the kills, but only 15 or more minutes AFTER the NPC was slain.
I am medic 0040.... it seems that while in the village, my time between heals is GREATLY increased, on the order of 10 minutes or more, instead of the 15 or so seconds it normally is.
My combat queue does not function properly either, I am also a master smuggler, so I use feign death when my health gets low, especially since I am not able to heal myself while in the village. However this seems to be bugged as well, the combat queue appears to cycle through, but my Feign Death never actually takes hold, it seems to just randomly affect my character.
Also, while in the village I am able to call MULTIPLE instances of any and all pets/droids/vehicles on my datapad, at one point in time, I had over 20 of my SINGLE AV-21's scattered throught the village. One player even had his Speederbike Swoop randomly generate SEVERAL HUNDRED times, nearly filling a quater of the village completely.
Now, these things are happening to EVERY player on my server who has entered the vilage today, needless to say this puts a GREAT deal of stress on the ability to complete the Phase 4 comabt quests.
I have written several tickets and bug tickets abnout this issue, the best response I got from a CSR was "Make sure you are killing the right NPC for your quest, thanks for Playing Star Wars Galaxies! Good Travels!!"\
I am just TOTALLY perplexed by this, and even more perplexed by the CSR COMPLETE, ABSOLUTE, and UNDENIABLE abbility to answer my problem in any even REMOTELY resonable way, the CSR's that responded to my Tickets were just total wastelands of human intelligence.
I wonder if any other servers were having similar problems, if so post here, and myabe we can get this fixed sometime sooner rather than later.

Many of those symptons sound like a lag issue. I had problems doing my quest on bloodfin because when the sith spawned, I lagged so bad that it would take 5min to execute one command. I was warping around the village becuase i would run around then it would throw me back to previous location. I finally had to finish it on friends computer who had broadband internet and not dialup. Just a thought but I dont really know your situation.

Yay, this is an actual GAME issue, like i said EVERY SINGLE person who enters the village experiences the same things, it's TOTALY ludacris how messed up the Lowca Village is right now.
It has nothing to do with lag, unless every person that shows up is lagging out, in which case it would likely be a server hardware issue.

Ive never had a sith mob aggro me. Theyre always yellow dots on my radar, and dont seem to have faction loss. Probably just a normal occurence on that one.

Speaking of the bugs of Phase IV, I've encountered one too (maybe it's a bug, maybe it's not. You decide.)
I accepted the mission for Captain Sarguillo, and it is to kill 50 outlaws and 25 pirates.
The 50 outlaws were great. Every outlaw I lay my pike on counts as one kill. With the pirates though, all 21 pirates I killed were counted. The last four were horrible. I had to kill about7 or8more to finally get three counts. Now, I am left with just 1 pirate left (which I am going to slaughter soon when I hit the Village again).
I don't know if it were because of lag, but I hit all the pirates for at least 3 hits... the ones that seemed to count I hit maybe 5-6 times.

I cant go near the village without being attacked... Thank goodness for the safety fo the huts. But no, I have not seen the kinds of probelms mentioned in this thread, on Bria. Lag is bad at times, but it seems to be working pretty well on the whole...

Yah...one word man - lag. Phase IV isn't bugged. If it was, it would have beenposted over every board known to man. It's not a GAME issue or a BUG. It's lag, aka latency. Meaning the number of users flooding the Lowca/Dathomir server is greater than said server can handle, thereby causing packet and data loss.
I speak from my experience on Kauri...we were near-overload too, and I experienced similar things you're talking about. You may also want to try hitting the village at a time when the overall Galxy poluation is low...that may help.
See if you can gripe to a CSR about getting a server upgrade...but I thought they upgraded them all prior to the publish of the village quests.

The village on Lowca most certainly WAS bugged last night. And, it wasn't just the village. On Dathomir, I killed an enraged rancor that did the closer then farther away trick, it also gave me no experience. I proceeded on to some kamurith snappers and they didn't give me any experience at all either.
I filed a bug report and moved on to Dant. When I returned to Dath and the village approximately 3 hours later to convert exp. things were functioning normally again.

its lag people plan and simple
if it was a bug it would happen ALL the time and not change 3 hours later.
If it was a bug then it would have been fixed. and would not be on only one server.
if it was a bugg then there would be every single person from locawa on the boards complaining to get it fixed
BUT there is not why because it is lag

I have seen the no xp for mobs thing.
There's an issue with server boundaries that sometimes happens on wild lairs, particularly the popular areas out around the dath sarlacc.
If you spot a lair, jump off your bike and dive in, with pbae attacks blazing, when the mobs get around half health they will just vanish. This isn't the usual warp 100 meter thing, this is losing target, losing mob, no xp.
One way to tell if this is going to happen is to watch the combat spam for swings. If you see the hits on you, but no "rancor swings at you and hits for 69dmg" type messages, then you are in the aforementioned situation.
The problem seems to be (and I'm taking a wild stab here) that crossing over your last server boundary didn't work. Something was lost that makes the server think you are back in the previous bounded area. I saw it once or twice during the load from phase 1, none at all during phase 2, and very very frequently in phase 3 (so bad I gave up on wild lairs after losing at least a couple million weapon xp).
If you drag the mobs until you cross back into the previous area, you can kill them as normal. Recrossing the boundary doesn't seem to "fix" you though. I have found that completely crossing the bad area (I call them bermuda triangle zones), and re-entering from the other side will oftenfix stuff.
I was helping a fellow with a Melli mission, and he was unlucky enough to have his mel camp spawn right on the other side of one of these bermuda triangle spots. It sort of went rather haywire
Eventually It hit me what was happening and we moved to the far side and it started behaving, but by that time most of the crew had given up.
As for the village, probably the thing to try would be to head out south 1500 meters or so, then come back into the village from the south.
