Don't know but just go play the game, he will come when you least expect it.I tried all the tricks and finally I just went to a planet and grinded a little and poof he showed up.Funny thing was after he left , another old man showed up,and he followed me for awhile but wouldn't talk to me.

Lol you should not even know where the village is until after the old man visits you and you kill the sith, its on a Random timer upto 72 hours and he could come anywhereaslong as your not in an Npc Town. Nothing will speed it up as other people might of mentioned and there is no way to find out how long your timer is. Just go about as normal and he will come
