I am looking for the Gadget Specialist for the FS Quest,
I can't find him anywhere

don't quote me on this, but i am reasonable sure i saw him in Mos Entha yesterday as i flew to the Star Port. He's got a stand to the left of the starport (if you are facing it).

There's one behind the Coronet Starport, I went to him both times for the Phase Iv Crafting Quest.
