the ability to craft a lightsaber is based entirely on your combat level. When you are an initiate and you reach the trial that requires you to craft your training lightsaber the saber you craft is a 1 handed version. As soon as you finish the trials and become a padawan you can craft any type of saber you like. If you are level 54 you can craft a 4th gen saber but as a padawan with no skills the force cost might be a little high. Pre CU the double bladed was favoured because it had higher damage and amongst the specials was an area spin attack. Post CU the damage difference between saber types isn't that much and spin attacks are less than desirable as all they will do is cause multiple agro on you. Nowadays people are favouring the 2 handed as it gives you the armour break special which gives a nice increase in damage dealing. My lightsaber template is 0404, this gives me improved armour break, improved saber throw(which is a ranged knockdown) along with a dizzy and a knockdown skill. In addition the techniques line adds saber crafting skill and experimentation.
