Force Sensitive Archive

So my partner and i make it out to xi base, with the shield generator remote, no sith inthe area to be seen. I try using the remote, but it says someone else has already taken the shields down, and, the commander is not in his tent. The turrets and gatehave already been destroyed, and still no sith are spawning. How long do we have to wait until the sith respawn and turrets and shields go back up? Are we missing a step somewhere? Thanks for any help.
