Was just wondering if you can bank a whole Branch worth of FS XP and then when you do your quest to unlock that branch, just train it to the 4th tier using the banked xp?

I'm not sure what kind of penalties you mean but yes you can bank all 6 branches of xp if you wanted, I banked 2.8 million before cashing it all in on subsequent unlocks. Hope that helps
