i know each phase you can only learn one row per phase but what if i havent done the quest for it yet? can i do the quest then unlock the row with the xp i have? or can i only unlock the quest or row (just one).

You unlock a branch (column) of a treeby doing the quest. This is separate from getting the xp to fill the boxes. The xp can be banked an applied to the branch after you unlock. You can only unlock one branch per phase. You can gain xp anytime, you just can't fill a box until the branch is unlocked.
