i think hes the guy that converts xp to FS. I also think Nolan or whatever his name is trains in FS boxes and gives you free unlocks...not sure tho

Paemos converts your xp and gives you the xp for your free unlocks. Noldan trains you.

Yes, and if there's anybody in the village, they're likely going to be near a quest-giver or Paemos in the center - Noldan doesn't get visited that much.

He is the Trandoshan in white in the center of the force sensitive village on Dathomir.
